Dwyer graduated, cum laude, from the University of Baltimore School of Law in 1988. Prior to graduating from law school, Ms. Dwyer earned a B.A. in Jurisprudence and graduated summa cum laude from the University of Baltimore in 1985. Ms. Dwyer has been in private practice since 1988.
